CITIZENS
Intake. Integration. Community.
Citizens is the division every NEXCOM member begins in. Screening happens here. Integration into NEXCOM's standards, language, and operational rhythm happens here. The social infrastructure that holds the organization together day to day lives here. So does the affiliated tier — members who choose to remain in Citizens without crossing into operational membership.
The division exists because no organization functions without a way in. Citizens is the way in, and for some members, the place they remain.

Membership Without Operational Structure.
Citizens engage with Star Citizen on their own terms. Mining, combat, exploration, trade, salvage, social play — whatever the game offers, Citizens are free to pursue. NEXCOM does not assign work, organize fleets, or impose operational structure on the Citizens tier.
The line between Citizens and the operational divisions is structure, not access. Operational divisions are organized around specific scopes — Industrial mines and refines, Military deploys, Security holds the interior, Support enables the rest. Citizens does not impose this kind of structure.
Probationary Citizens play as they choose while NEXCOM observes for skill and character. Affiliated Citizens continue playing as they choose, indefinitely. Citizens may hold other RSI organization memberships. Operational members may not.

What Citizens Don't Have
Remaining in Citizens means stopping at a line. Behind it:
- Membership in operational divisions (Industrial, Military, Security, Support, Intelligence).
- Operational planning, intelligence, and briefings.
- Rank progression beyond Citizen.
- Participation in organized NEXCOM operations.
- Internal communications outside Citizens channels.
- NEXCOM's operational infrastructure and resources.
The line is structural, not punitive. What lies behind it is reserved for those who have made the crossing.
